How do they determine where the ISPs are positioned and how they tie into each other? Doesn't seem to make sense to me

you should send them an email regarding that.

my guess is that each ip address that is a fast router would be a node. each node beyond it is a lan and each node behind it would connect each isp together etc..

its a neat idea but the mind boggles
