In a lot of programs that are put on CD's, there is an autoplay program. I was wondering if there was a way to make that, and if there is how can you do it.

Yes it is easy to make an autorun for a CD. Just make a file called Autorun.inf. Place in the inf file
"[autorun]
icon=CD.ico"
I am not sure how to have the exe file start automatically but similar in that way.

Yup!

<TO MAKE A DISC AUTO-START/RUN>:

[AUTORUN]
OPEN=file_to_start.exe
ICON=random_file.ico

And that's it.

Discs will only auto-run if inserted whilst the operating system (Windows) is running. And if they have autorun.inf. Duh.

you forgot the standard windows caveats

autorun will not happen if.....
the phase of the moon is wrong
windows doesn`t like the colour of the cd you inserted
windows is rendering some essential drop shadows under some icons at the time you inserted the cd
you closed the draw too fast
you closed the draw too slow
you closed the draw by pressing the button on the drive
you closed the draw by pushing against it
you are testing an autostart script
windows is refreshing the screen for no apparent reason very slowly
explorer is running
explorer isn`t running
the power is on
the power is off
your antivirus correctly identifies windows as a virus and deletes it
windows identifies windows as a virus and deletes it**
the tide is in
comet impact
nuclear EMP

**function to be implemented shortly

You forgot one:

Autorun won't work very well if you don't have a CD drive
