Sounds to me like you need to check your video card drivers and double-check that you have the most recent version of Direct-X. I had a similar problem with my video card, such that the
NEWEST drivers for
do NOT work properly!
I had to go through the effort of collecting older versions of dd300.dll, dd300_32.dll and the card specific VXD and DRV files and then test each combination until I found one that operated. It's quite a hassle let me tell you... but particularly with Classic I'm thinking, the older style Direct-X 8 form of interface has been dropped completely from the Direct-X 9 versions of the manufacturer's drivers, so you have to play "what if?" to get a combination that works.
