C++ is a programming language you program in, as is Dark Basic.
If you're asking what compilers we use, there many.
the best (IMO) is Microsoft Visual C++ 6, but you can also use
bloodshed Dev C++. There are MANY others: GCC, CC, TCC, Borland...

Dev-C++ runs off MinGW which is a compiled version of GNU. The best compiled versions of GCC are probably MinGW (use Dev-C++ for an ide, quite nice) and DJGPP(http://www.delorie.com/djgpp). I personally use the Borland 5.5 command line tools.
