3DS Max 6.

For something that doesn't cost £3000+, check the sticky at the top of the forum entitled 'The Game Programming Kit For Beginners' - it's a big list, and there's plenty of models [edit: modellers]

(Side note: For 3DS Max to export 3DS files properly, you need to center the object on the middle of the grid thingy.)

And... well yes, 3DSMAX 6 and Milkshape are good.

About the best ones... I've just answered one about somewhat like this moments ago. The best one, you have to experiment with lots to see which one fits your needs and commodities, requeriments too. You're not going to be able to make a character model in Cartography Shop not even if you try to make wonders, won't work, as it's done just for levels. Every modeller has his own good and bad sides, it's better to see by yourself which one is the best for what you're going to model.

Personally, I like MilkShape and 3DSMAX

Truespace 3.2 is also good.
It has lots of nice features, and its free.

I have trueSpace 3.2 and it is pretty good but the only down side is that it can only do joints and not bones. That means your character's arms have to be hinged and look kind of strange.
