OK, you need to look into the following, which you will find on the forums using the search function...
WayPoints - these are used to get the vehicles from one part of the track to the next. When you reach a waypoint, you head for the next, and so forth.
Tracks - These are actually secondary to waypoints. Theoretically, if you create your waypoints correctly, your cars will travel exactly where you want them to. You won't need to worry about veering offtrack, because the waypoints control this.
For 3D, you need to pick your preferred tool - Matrices or 3D models,
Collision - consider Nuclear Glory Collision, combined with ground height commands to stay on track and control vehicle collisions. You may also want to collide with waypoints to detect them.
2D/3D - decide now! 2D will not help you create a 3D racing game later. I went straight for 3D when I started.
Other Tips - Consider a straight line race first between 2 waypoints, on the flat. Then think about corners, and perhaps hills. Once you introduce corners you need to consider vehicle collisions at the same time.
