it depends on if the aiming is like halo where you move the camera and the crosshair stays in the same spot, which easier, or the gun onscreen moves.
for the first method, place the picture of the cross hair in the center of the screen and leave it there. the 2nd method is just hiding the mouse cursor and putting the cross hair in the mouses' location, and maybe adding more code to make your gun point to that spot.
for making them, use a program like paint or photoshop and doodle away. or you can use someone elses if you have their permission.

Part of solving the problem is actually noticing that the problem is there in the first place

sprites can get laggy though. try making a plane the size of the crosshair and texture it with the crosshair pic. then, do some transparency command (i forgot what).

when you make a photoshop file a bitmap it will change the background colour to white automatically - the standard transparent sprite/bitmap colour is black so just make the background colour black in photoshop, although I think in DBP you can change this.

and, off topic, the image in your sig doesn't show up, it should just be:

I did it this way,
I made a sub routine that just draws 4 lines at the center of the screen, and then call it in my game loop. I can change the gap in the center of the crosshairs and also the length of the lines by just changing two variables. If you want to, you could use the INK command to change the line colors.
