Microsoft Visual C++
Borlands Developers C++

Ever heard of a search engine?

You purchase Visual C++, or download the toolkit, I wouldn't recommend the toolkit if you're a beginner though. Borland is good for command line stuff. The compiler for borland is BCC55/bin/bcc32.exe

You run it from the command line like this:

C:\Borland\BCC55\bin\bcc32 C:\Projects\myprog.cpp

XP doesn't have the full DOS dealio, but it does have command line.

DevC++ can go back to the drawing board. Use MSVC++.
