Was that really needed?....too much of this on the forums, just sounds like everyone is trying to brown nose the mods, i mean what are you expecting a "well done" or something, i dunno.
Anyways back to the point,Spaceman Spiff is right nobody will do that i doubt BUT there are so many tutorials on the web, if you want low poly characters then get yourself

and then get started, just google "milkshape 3d" and then you will find it and then google "milkshape 3d tutorials" i found a few good video tutorials out there in no time so its not hard o find them, and milkshape costs next to nothing (it can be cracked very easily but for the price they are asking -$20 i think- its not worth it you might aswell donate to there cause)
Level creation,
there is cartography shop but i dunno about that, i bought CSHOP3- waste of money that was, not sure about 4 but apparently 5 is comming out and thats a seperate program so you will have to pay for that seperatly, might wanna wait for that, but its all basicaly worldcraft, really easy to get to grips with (basicaly read the help files and then play around)
