I have made a level within MW, I saved it, closed MW and later when I restarted MW and came to reload my level DBC gave me an ERROR 99 (object does not exist)
but I didnt delete any objects from my level. Now I need to know which object it is stumbling over, is there any way to read the .mwdb files that MW creates, they can be opened in Notepad but there is a lot of unreadable stuff in there, so, any offers ?

If you view the file with notepad,
its very easy to change the file format by accident.
I am betting this is what happened. In that case,
your SOL and need to make it again.
I recomend saving your work often and creating backups.

The source code is available for MW, so you can debug it, and possibly rewrite the problem code to get your project back up and running.
