How do you find the commands in a dll and thier paramaters?

Go to www.msdn.com and enter the dll name in the search window. If its a windows dll, it will most likely return docs on the commands.
If you do not find it there, then go to www.google.com and search for the dll name, better do it name.dll format to reduce number of results. That usually turns up some info on the commands.

Is there a way other than google to find out what parameters to use?

Maybe so, but if you use google, and enter name.dll tutorial, it usually can find a tutorial on use of the dll for most of the dll files around. But a catch, often its some language other than dbp, however even that info usually helps with how to do the commands, what the parameters are etc.
