Is there any way to block a program thats already runing so when you click on the quickstart icon it gives you a password prompt before it lets you do anything?

when the program is already running you might have to create an inbuilt timer that locks it if its not in use for say 3 minutes.

the other part i dont understand correctly.

If no-one gives your an answer to a question you have asked, consider:- Is your question clear.- Did you ask nicely.- Are you showing any effort to solve the problem yourself

Lets just use the example of AIM then, you know how when you tell aim to go away it minimises to the quick start bar but its still running, well I want it so if you were to click on that you would need to put in a password for this.
