@ all of the people saying 99.9% is too high

a) I was trying to be nice (feeling a little guilty calling all Americans fat republican marksmen)

I was referring to the guy who posted laods of Iraq intelligence in his university thesis or something, then MI6 plagiarised it (ironic turn of events) for their Dodgy Dossier.
