1. A game engine is a code you use in the game?
2. What program do you recommend that you can add voice overs?

2. theres a speech .dll that does that I think

When you say voice-overs, are you talking about synthesized speech? In that case, look for that .dll Dj Blackdragon mentioned. If you want to actually record voice overs all you really need is a microphone and Audacity. http://audacity.sourceforget.net

1. A game engine is the program or the language you used, in this case it is Dark Basic.
2. I recommend "Nero Wave Editor" It is pretty good and you make voice changers that really bring out the voices. I don't know about your voice overs, but mine have a handsome voice.*
