I'd wager that they used FEAR as the base, which just for point of interest was created almost 8years ago for Quake2. On it's own, it's pretty weak but thats due to processing power; recent you've been able to do much more with it.

It's not a case of can't do learning AI, more a point.. is the time worth it? Half-Life 2 for example has very little left over for the AI, which I believe makes it suffer and quite similar to the original. Yet the Dynamics Scripts allow it to interact and take random courses of action, with the random factor based on that enemies settings.
