I don't think there are any. This is one of those controversial programming things, where you can't decode DVD unless you have a liscence, which costs a hell of a lot. Meaning there aren't any free ones.

Sorry

decode a DVD? Do you mean play it or rip it? SmartRipper is very good at ripping DVD's for backup.. As for playing - PowerDVD is as good as any.

If you mean decoding as in getting past Region Protection, then there's a few firmware and software apps out there that'll do it for you

And as a note, Bypassing Regional encoding isn't actually illegal.
It is an optional thing for distributors to add to their DVD's for better world-wide sales, and isn't classed as copy protection or anything like that

If want to just play dvd's then you can just use Wimdows Media Player..if you don't have the proper codecs then you can get them here:

http://www.free-codecs.com/download/XP_Codec_Pack.htm

http://www.free-codecs.com/download/Codec_Pack_All_in_1.htm

With those WMP will play basically anything you want. If you want to rip, copy, burn, etc. then you can get DVD Shrink 3.2 at:

http://www.dvdshrink.org/what.html

Just do what it says and it will be really easy. Here's another DVD player program:

http://www.cliprex.com/

If never tried that one, but it looks ok.

All of the freeware ones come with A LOT OF SPYWARE!!!!! It's good to buy PowerDVD, or get it free with any Dell computer.

@And
The codecs don't have spyware and Dell's are full of Bloatware.

Has alot about DVD playback/decoding/ripping etc.

The have no spyware, I've been using those same codecs and DVD Shrink 3.2 for a while now and plus when I downloaded them my Zonelabs program or my Microsoft AntiVirus program would have notified me, so their clean. But I'm not sure about that last link I gave you because I've never tried it before. Also sometimes some of my cds won't read on my cd drive try using a dvd drive if you have one, sometimes my dvd drive picks up things that my cd drive doesn't and sometimes it the other way around.

if you own the disc and are having trouble you can use dvd decrypter and dvd shrink to make a non specific regional copy for your personal usage.

with a mac vob files open natively on the desktop, there are many freeware applications for both systems that will rip but the above two programs are the best results i have had on the pc

If no-one gives your an answer to a question you have asked, consider:- Is your question clear.- Did you ask nicely.- Are you showing any effort to solve the problem yourself 

Osiris,

Maybe the driver files for the drive hardware are corrupt. Try updating or replacing them.
