Hey, when i'm done with a game, is there any way to make it so my friends and family can play it on their computer without having DB or DBpro? Or is that illegal?

No, it's perfectly legal. Are you using Db or DBPro?

db and dbpro both have an option called COMPILE. This takes all your code and media and bundles it into a tiny lil' icon. In windows, you find the icon, start it, and the program will run. The only thing anyone needs to see it is Windows, and you can send it to anyone.

There are no copyright issues, you can sell your game for as much money as you want and never even mention dark basic, and that's totally legal. And you can send it to whoever you want, legally.
