System Restore will refuse to work when an AV program is running (or rather, the AV program will stop Sys restore working).

Shut down norton/AV/protection progs BEFORE trying system restore

i had the same problem awhile ago, it does the same for all utilities, including regedit and msconfig. I would say do this:

(1) Restart in safe-mode (Press F8 just before the windows screen, and select Safe-Mode from the menu)

(2) Click Start -> Run - type MSCONFIG and hit enter.
(3) Click the startup tab and uncheck everything that doesn't look familiar. I forget what it was named, but uncheck anything that say AV or antivirus as well, they like to hide under those name. Basically uncheck everything for, as technically, nothing is required to startup windows in here, you just might lose some pretty system tray icons temporarily.

(4) Click apply and close, but don't restart yet.
(5) Click Start -> Run again and type REGEDIT this time.
(6) Go through the folder tree like this: HKEY_LOCAL_MACHINE>SOFTWARE>MICROSOFT>WINDOWS>CURRENT_VERSION>RUN, if there is anything is folder, delete the entries UNLESS you absolutely know what it is.
(7) Goto the top of the folder tree on the left go through like this: HKEY_CURRENT_USER>SOFTWARE>MICROSOFT>WINDOWS>CURRENT_VERSION>RUN and do the same on this one as well.
(8) Close regedit and restart as normal.

Hope that helps.

When i used to use systems restore it did it all the time when i had norton running - but system restore is unreliable, go with norton goback - you can do everything from restoring your computer back to yesterday or just restore a single file, alot better

Most AV programs stop System Restore working, because they protect from system changes. It depends entirely on which AV scanner you use (I use Panda AV 2005)

my advice is to back up and re-format hard drive and reinstall windows, I've done that 5 times now because of virus's, and well I wouldda thought 6th by now, nope, because I'm jam packed with protection, Norton 2002(bugger it wants me to re-subscribe, I best get the password off of me dad) Spy Spotter, windows firewall, window anti virus, some spyware/adware killer I forgot the name of, and well all I get is adware, the only virus I've had since my last format was a Anti virus killing trojan horse which Norton detected it automattically and crushed it into the dirt (well actually disabled it, its still on there as it refused to budge, but i'm safe though)

I really hate Norton.

It doesn't tell you anything about what its doing. Alot of viruses out there specifically target it too

Panda AV is much much better. It updates itself with new signature info automatically each day, and gives you very thorough information on each action it does. (When it detects a virus, you get a big popup, with info, its name, extra actions etc.)

And as my Cousin (un)famously said: "Panda Antivirus. Eats shoots and leaves"

I'm tellllin yaaaa, you should really try the steps I told you aboveeee, I dealt with the exact same same virus on my computer. You just need to hunt it down and kill. It only took about 30 minutes from start to finish, and that's a helluva lot easier, quicker and less hassle filled than re-installing Windows.

"Panda Antivirus. Eats shoots and leaves"

As my RE teacher says, a lot of men are into Panda sex in which he eats shoots and leaves, I see theres variations to this.

My sister used to have panda anti virus on here system before her hard drive went kaputt, I might try it myself, or the free one GogetaX sent to me over msn

I think a combination of Norton and free AV programs like AVG are best same with spyware/Adware removers it always best to have more than one. Also scan more often than I do

Well since I couldant because I couldant open up any AV program including AVG or the task manager even msconfig I couldant stop it, and besides I needed the OS reinstalled anyways, the compter runs faster now.

http://www.free-av.com/

Its the way to go. It found 4 viruses on my PC that Norton, McAffee, AVG and some free online-web-based scanner all completely ignored! They were pretty harmless to modern PC's, but still.. ITs earned its place on my PC. Its got a basic interface which, although at first makes it feel crap, gives it a nice small memory footprint.
