It has to do with the Number Values of letters: a=1, b=2, c=3, etc...

Off by loads. However, now that there has been some real speculation, here is the decodeing method: Take the first letter, "b" and go 2 characters to the right, and take the letter to the right of the cursor, "e" and add that to the message. Then, go 6 (because e is letter number 5, and you need to get to the right of it) characters to the right, and take that letter, "s" and go 20 characters to the right, for the more or less same reasons as before.) I'm sure you get it by now. There is no spacing in the secret message: so once you get all of the letters, try and find words in the jumble.
