What should i use to create/read tga files. I though MS paint was capable of doing it but it just says it is not a valid bitmap file.

Photoshop does it.

Photoshop, PSP, Texture Maker open them. They're not in the windows bitmap format, so naturally paint doesn't support them - took them long enough to even add JPEG support!
