Microsoft have been shifting quite a bit of stuff to XML/HTML Hybrid. It definately makes it much easier and quicker to create such things. Only don't fall in the same pitfall as TheGameCreators and have the manual created by someone with no design sense.

This is also included in the VS.Net 2003. I was using it yesterday to see how well it converts HLP format files. There are some really strange results on using its conversion features. To keep all the documentation online is a neat idea, but the problem is that you need a reference sometime and not have access to the internet.

Flash help files! That'd be a load of extra work. CHM uses HTML files. Personally I like the feel of CHM over HLP, but use both regularly.
