There is a lot of programs making it with. You could tape a film with yourself, (Webcam) or using a animator to create 3d scenes.

how would you go about making 2d ones like in 0.1 sec it changes so it makes a cutscene

Animation program could be anin8or, very well-known among programmers. Search for "Animation software"; or something like that, on Google.

i use softimage XSI for that. its a bit complicated...but works veeery fine.

If you have DBPro just place the models around and animate/move ect how you want them to and record it with something. Fraps might work but if you don't want fraps.com at the top you need to buy it...
