Read his request carefully and you will find he was after dynamic DNS, not cheap domains. Dynamic dns is where your pc or router tells dns server when your ip address changes by your ISP.

http://www.no-ip.com is the most popular and the basic service is FREE.

I like http://www.no-ip.com. They've got their free little client that runs and keeps your domain up to date.
