Maplet is a free indoor map editor produced by the same people that make (gasp) BlitzBasic.

I have fooled around with it a bit but I'm afraid I haven't made anything useful nor would I know how to load a map in DB.

I've used it but I can't say I like it. Its no where near as good as CS
