I have heard that DarkBASIC and DarkBASIC Pro are capable of creatin' 3D RTS games. Is Play Basic a 2D RTS option? Or should I go for Torque Game Engine w/ RTS Starter Pack?

You're on a dark basic forum - I certainly am going to suggest a Dark Basic title, with a bit of work there's not much you can't do with it...

...maybe one day I'll finish a project
