I was just wondering what 2d modelling package everyone uses for their games. I use pitiful MSPaint. I am SO familiar with it I could probably be more productive with it and make better stuff than I could with a high end product...

2D "Modelling" package?

That is the first time I've ever heard that! I think you invented a new noob phrase

Could always try the GIMP (GNU Image Manipulation Program. I think.) if your wallet's empty. Great for textures and 2D, but a bit of a bugger to set up and takes a while to learn. But then again, what doesn't?

http://www.gimp.org

Click the "GIMP for Windows" link and the links you need are there.
If, however, you are stuck with 56k like me, start digging through any magazine coverdiscs you have. You're bound to find it somewhere.

If you have some cash i would get texture maker from this site it provides fast and easy generator functions that are customizable for things like water, grass, lava, clouds, dirt and such.

Also has a build in particle system that is customizable that allows exporting animations to single frames that can be used to build a tile set for animated sprites.

For characters or objects i would model them in 3d and render out your own images or series of images to use for sprites or animated sprites.

I don't have cash, my parents stopped giving me money when my mom quit her job. But I don't do textures anyway because all the games I make are 2d (3d scares me).

Cool, I will check that out. Because my wallet is almost empty, if it weren't for my learner's permit sitting in there it would be empty.

Well I use Paintshop pro and photoshop for any art I need to do. But my daughter does most of it for me
I also use particle illusions, Bryce 5, lightwave standard and poser 5 for anything else I may need.

If you don’t have a lot of money, then GIMP is a good one, but also try one of these too:

Tux Paint.
Texture Processor.
iMage.
Painter 25.
Ultimate Paint.
Pixia.
PhotoPlus 6.

Cheers

eBay is a good place to look for discounted software. You just have to be really cautious and read the auction to see what you're actually buying. Don't go by what's in the pictures. There's alot of scammers on there selling key/serial generators and no actual software.

I bought an unregistered Adobe Photoshop 7 for 70$ US. It's the full version, not an educational edition. Soon as I heard CS was comming out I started hunting for version 7 as I knew alot of small buisnesses would be looking to upgrade. If you look hard enough you can find NR (not registered) versions still shrink wrapped.

live quartz and image tricks are two great mac os x programs for 2d that tap into the filters of the core image library built into the OS, and they are both free.

If no-one gives your an answer to a question you have asked, consider:- Is your question clear.- Did you ask nicely.- Are you showing any effort to solve the problem yourself 

Paint Shop pro
Adobe PhotoShop
Pro Motion
Mappy

This is just another list of what can be used for making 2d grafix.
Seems to be listed in a few books as well.
