i downloaded the .iso file and burned that to a cd then restarted my computer but it still loaded windows. am i supposed to extract the ico file and is there a free program to extract it?

ico=icon file? also if you want it to boot from your cd rom then change the primary boot disk in the bios if its not already.

you have to BURN IMAGE TO CD, not burn the file to cd...

when booting hold a special key to goto your bios f2 f8 del depending on your computers model or mobo.
once in your bios set the dvd/cdrom to be the first boot loading device above your hard drive.

If no-one gives your an answer to a question you have asked, consider:- Is your question clear.- Did you ask nicely.- Are you showing any effort to solve the problem yourself 

1.. you mean an ISO file I hope
2.. you burn it to cd as an image, you should have that option in your cd writing software, in most apllications just use the copy disk option and then select to make the disk from an image file, then select the ISO file from wherever it is on your HD (in Nero you have to select the ISO filetype since Nero chooses to load it`s own filetype by default).
3.. not all PC`s will boot from the CD drive if a bootable CD is inserted, although many do, if your`s won`t then you need to go into the BIOS (something like pressing "del" during early boot) then find the boot sequence option (DON`T play with any other settings), and set the CD drive to boot first, then reboot with the cd in the drive.

you will most likley need to do both steps 2 and 3, although many PC`s come with a system restore CD and so the CD drive will often boot before the HD anyway so that it can find the CD automaticaly if you need to repair the system.

you need to burn the image as a bootable disk though

edit,
try download DaemonTools. it will open most of the image formats

an image of a bootable disk will be bootable, the image holds the bootable sections, it`s part of the ISO standard, if you make an image of a bootable disk then any disk made from the image is bootable, it wouldn`t be an image if it wasn`t, just a copy of the data, all you need to do is burn the image, bootable comes with it cos it`s an image of a bootable disk (rambles a bit..but you get the idea ).

ya, you copied win98, it is protected, not just one anticopy but several, some drives can`t write some special extra tracks, or so I am told (doesn`t make any sense to me tho, if you can read em then the head is over those tracks...so why can`t you write em?)

Is it me or is there a difference there but you would need to "Mod" your ps2 to run them
