Dreamweaver is anything but free Its about $400 (if you get it legally)

Notepad is free - but you might need to learn (GOD!! LEARN!!!) HTML (and preferably CSS). http://www.w3schools.com/html/

I used dreamweaver for a while but just got fed up with it trying to be helpfull. I now use UltraEdit (its an advanced text editor).

It all depends on what you wanna do - if you just want a nice looking site you can plonk content into, look for HTML templates. If you want a site you make yourself and learn something from, code it yourself. HTML is the easiest language on earth. If you can manage DBP then you can do HTML.

A site is built with html. it doesnt matter where you put the html as long as it eventually gets to your website. and actually saving your code in notepad as .html or .php will generate a webpage you can view offline and upload to your site later.

Its free.. just not a very good interface Use only if you actually know what your doing.

And makesure you get familiar with Doctypes, I still haven't and it bit me in the *** just recently, and now I'm going back to the books...once I get the time lol. But HTML is the easiest language on earth.

Only if you work on it 24/7 (if its a decently size site).
Its also not enought to maintain it either.

Dreamweaver also produces disgusting HTML code. It does MASSIVELY unneccesary things, like fully styling and empty paragraph tag or even a space!!!

Word makes webpages also, but the same as dreamweaver, it adds TONS of uneccasry tags, and what's more, it adds tags for other words so you have unknown tags there that talk about the author. Otherwise, it does do webpages.

my dad used HTML snipets from other pages to make his site. look on google for advise.

try not to use so many exclamation marks - it screws the page up. Its now wider than my screen (on my iBook).

HTML is seriously the single most easy language to learn on this planet. If you get stuck just go to [href]www.w3schools.com[/href] - it is the best resource (imho) for website coding stuff

netbeans and sevral other java editors have syntax hilighting for html too. and theyre generally free.
