Re-think the colour scheme, it's horrible (White, Black, Blue and Yellow??) adjust the text in the box, it's too close to the edge, and fix your spacing...

1) Center everything, their is not organization.
2) Have the tabs for naviation at the very top of the white area

Maybe this will show what I mean:

Have you taken my advice from last time and researched on the net before going headfirst into this? Do a google for 'how to make a bad website'. There is LOADS of advice on what makes a site not userfriendly, and so on.

Currently - your site is ok, but it looks very out of proportion... HUGE TITLE!!! {small content}

Do some research into CSS and DIVs, etc...

Use this site. It will teach you a lot of how to actually make HTML. I am guessing you're using a WYSIWYG editor due to the styled font tage with about 30 non-breakins spaces in it.

Dont take this the wrong way - but this is about the 3rd (maybe 4th?) time you have asked for our opinion on your site and each time it has shown relatively little development from the last.

Also, think to yourself. If anyone on this forum turned to you with that site - what would you expect them to say? Forget for a moment that YOU made it. From a 3rd person perspective, analyse that site. If you ended up there from a google search, how long would you want to spend there? how many marks out of ten?
