Yes.
It can be done in several different ways.
That's why any explanation of this is surely to cause opinionated discussions or a heated debate.
I want to avoid the latter, actually both.

I'm sure it can be done that way too.

Here's how I would do it.
I would make a custom fpi script using multiple huds and a single sound clip.
Using a timer, I would rotate through the huds for a comic book style, strobe light, low frame animation.
All while the sound clip is playing.

Actually, I would probably never make a script like this myself.
I don't want to take more hits while this thing is playing.

I wonder if you can write a blurr script? one more thing to spend hours researching. I will post if I figure it out.

Just a thought...

How to create slow motion ?
Isn't that just lagg ?
Hmmm..
slow motion = move some invisble, passive characters to the location
Destroy them to return to normal speed.

Blur = several semi-transparent huds (each with a partial clearity) rotating in a loop.

Surely slow motion can be create by slowing down every animation on screen from say 24fps to 10fps.

I'm pretty sure when you type in "speed" in the entities properties, it only slows down or speeds up animations for the entity.

Just a thought,

Thats speeds up or slows down the character walk.
That is set in their FPE file, or in the editor.
I don't think you can change the value in game.
Just read its value as a condition.
