It comes with the windows xp media edition, and windows plus. I believe.

Well, that pic is of a skin made for skin studio (do a google search for it). I found a link some where, I just have to find it again.

The theme is called Royale, which comes in the new Media Center edition of Windows. You can get it from the Microsoft website here:
