2D All the way! / 3d/2d top down

Ok have any of you played the game Astro Avenger. This games is fully 3d, howerver it is presented in a 2d top down fasion like Raiden. Is it possible to make a top down shooter with FPS or would 3d game maker be a better solution?

Yeah neither fpsc nor the 3d game would be able to do that sort of thing. you would be much better off learning/using Dark basic.
