what is easier, making a 2D top-down game with sprites or with 3D objects positioned high above the matrix so everything looks flat?

Probably 3D.

At least farting ferrets are better than stinky stoats.

If you have alot of rotations and stuff, 3D is easier, but you should only position them a very tiny bit(1 3D unit at the most) above a background object, like a plain.

3D is easier for some things, and it is faster.

what i really meant was having the 3d objects on the matrix and the camera positioned high above the matrix so everything looks flat. i know from experience that darkbasic's 2d capabilities are not great, so i will stick to 3d. (once i get my NEW computer working! i had suspicions on why it was so cheap, and now i know! no prizes for guessing!)
