What does it do exactly? Does it rig and animate models? Does it change model formats? Does it help in any way, shape or form in cutscene creation?

It allows you to apply preset animations to your models. So if you want one of the animations in your cutscene, the answer is yes. But I would imagine the animations are geared towards game actions.
