Hey guys! What is the best plugin I can find for 3Ds Max 8 that can both, open .x files and make them? Thanks for the help!

I don't think you can open them, only export.
I could be wrong though.

there is a direct x importer that i have found, but it ONLY imports the mesh, nothing else...

so your best bet is using panda for exporting, and converting to 3ds to import.

search maxplugins.de for dx importer
Use Panda for exporter.
