I'm sure he's talking about someone developing a game in DBP that wants to hire out work / team members.

I'm sure if there were, they'd have advertised it.

There are ways to go about anything correctly. I suspect that most people that would post such a request are actually teenages with a messy bedroom and no money.

The TYTT contest was basically what he is asking for - a contest with a cash prize. Plus, you get published. And, all contests are to a lesser extent the same thing. A company wants some games, so they offer a prize, and obtain the royalties of the winners in exchange for the prize.
