I have both PS CS2 and PSP 9 and when I open up the new image dialog or when I have an image open and go to change the bit level it only goes up to 16bit. How do I create 32 bit images?

PS has 8bit and 16bit per Lab RGB. Which is a different way of saying 24bit and 32bit. It is just worked out differently.

8 * rgb is the same as

8 * 3

Both = 24bit.

Not sure how 32bit is worked out.

32 bit is 1 byte per channel red, green, blue & alpha.

To create a 32 bit image in photoshop:
Leave the setting at 8 bit. Make an image witha transparent background and then save as either PNG, TGA or DDS (if you have a DDS plugin).
