Can anyone tell me if there is a command/method in DBP to read data from external devices connected to a computer via serial, printer or USB ports? Specifically, I want to connect to a rotary encoder - this is a device which can give very accurate positions during a 360 degree turn of its shaft.

not natively, nope. You'd have to make a dll for that.
