Can anyone tell me a good ceiling making program. I got Signs III which makes wall, floors, and signs (No ceiling). Can anyone post some programs, because I'm making a high res -wall-floor-ceiling- pack (FPSC Ready).

just use the floor model as the ciling, only raise it up a layer in the editor

Signs III 3.0.3 allows you to add a ceiling.
