EDIT: Are we seeing exponentially growing ammount of "new website", "come to look my website, "join my forums" etc. posts? Maybe one should make a thread in which we could post link to our websites and info about them. That should give newcomers info about how to make a proper and contentrich website. Plus, it could be fun just to look at them

Having no content is a waste of space and time. The layout is somewhat bland, and the header logo seems out of place. I suggest getting content before putting up a site, then you're not only saving webhost money, but you've got something to show. You can have the ugliest site ever, but if you've something to show, then I'm all for it.

Ok, suggestions:

You need something other than the same background over the entire page. Look at the forum you're posting in. It has grey bars, light grey, blue posting area, a white background (depending on your colour scheme choice) etc. It all breaks up the site and makes it more pleasing to look at. All the colours contrast but are friendly and have a soft palette. You also need a solid graphical identity that blends with the site. Look at the top of this forum again - the header blends seemlessly with the site.

Basically, I'd suggest going and looking at a bunch of sites you like the design of and trying to replicate them to some degree.
