It's not impossible, but keeping the computer, monitor and stuff dry is a real problem.

a few people have released water segments, you could search for those, turbosquid might have some fishes or something

Well, making the segments and the sounds, and everything would be easy

but getting the animated entites and the reason your breathing underwater would be a tad hard
