Sound FX are usually recorded with a microphone, progs as simple as sound recorder which come with Windows will do, however, I know of no program that can just generate sound fx out of the blue. If you want a specific sound effect, search the web and if you find it, ask the owner for permission to use it.

Whatever I did I didn't do it!
