i watched most of the dbpro demos and seen that you get quite o lot of scene where an image is pasted on to the screen and it is not a square so that a part form the picture use cannot see anything else. Like this scene from the lab.

is there a command to do this in db

No command as such - just create your images in a paint package that supports transparency and export them as PNG files (with alpha channel) and the transparent areas will appear.. well.. transparent!

You can also try the "set image colorkey" trick, but it doesn't work half as well as the way I mentioned above.

does normal paint support transparency and how do you export as a PNG with alpha channel

Doubt it (on both counts). Try something like Paint Shop Pro.
