I did a search, and didn't find anything specific in regards to this, so I will ask anyway.

Can you have a weapon in the game that is not textured? I don't want to keep it that way, but right now, I am unsure how to texture it properly (I have photoshop, but I thought I saw somewhere that I needed a plug-in or something to use 3d objects), but I want to check the animation and the weapon itself.

I know, I can just try it, but since I am still learning how to get the weapon to work (there are some good tutorials on that, I just have to read and understand them), I wanted to see if it is possible before I go through any trouble.

Yep.

Might I point you to Weapon Creator? It's a relitively inexpensive applicatio that aids you in importing weapons into FPSC.

how in the world do you make these programs??? ive seen a bunch and have no idea how people do it.

VB .net, VB 6 and DarkBasic Pro. Those are the most widely used ones when it comes to FPSC extenstions. How do we do it? Programing.

when I download untextured waepons they don't show up in my HUD and I can't use them.
