Is there a way to change the model the person uses in the game at startup?

I want the player to select the model \ character they want to play as when they start a game.

You mean in multiplayer? That happens automatically.

If you're talking single player then you need to know that the player doesn't have a model. That's why there aren't any feet, hands, etc.

NO hands. No Feet. Then ..... how do I hold the gun?

And why do I hear footsteps where ever I go? This needs looking into

Because:
-having hands and feet and such means more models, or more detailed models, and that means you'd need new skins for the type of player you wanted. It IS possible for the hands, they just need to be part of the gun model and you need to animate them.
-As for the footsteps, its just a sound triggered to play when you press the arrow keys. No hands and no feet mean that the game is more universal.
-The gun just floats in the regular fps place.
