Can FPSC Model packs be purchased and used with DBPro? If so, are they royalty free or does it tie into the FPSC license?

if you bought FPSC oe the model packs they offer you own the liscense to them to do whatever you want with them(except resell them as your own). If I am wrong then please someone let me know.
