Of Course! That's the perfect solution! Because, just like in every FPS, the terrorists all look the same and wear terrorist uniforms, often with big banners saying "we're terrorists" or maybe even a bullseye on them. And they all carry around their weapons every minute of the day for some last minute terrorising!
This isn't even a political debate because what you said is impossible without killing loads of innocent people. That's a fact.
