yes you can. you can export your effect as separate frames each one 128x128 pixels. you make sure your effect lasts 16 frames, and you copy and paste them all into one image to make a decal.

I've actually done it, it's not theory!!

um, you export it as one .bmp it's in the options for exporting from exgen, have you looked?

You can export as different .bmp's, one .bmp, or an avi.

Check out Higgins' particles tutorial in the Tutorial city thread.
It gives you simple instructions (I was able to follow them with no problem) on how to make an animated decal.
