Well, I'm assuming since you cant speak french, it's unlikely that you have a friend who speaks it well enough to use FPSC. Which begs the question "why does your friend have a french copy?"
Aside from the fact it shouldn't be installed on his and your computer at the same time, it would seem that you bit torrented the French version (I seem to remember Merry saying that that was the only version available on Pirate).
I don't want to overstep anyone else's authority, but all the evidence points towards "asking for files not suitable for re-distribution, in order to facilitate the use of a pirate copy"
wouldn't that warrant a locking?
