I think you are looking for the program called 'Intercourse'. Or you can use a program called 'MakeHuman'. I think it's a plug-in for the free 3D program, Blender. I'll edit this post to include some links... Stay tuned...

There you go! I think that you'll have to invest in a polygon reducing program as sold on the GameCreators site if you're going to use MakeHuman to create characters for FPSC!

looks like you havnt had sex education yet...lol

seriously though, modelling humans is something that needs to be done by the user for his/her own unique results, many programs such as 'MakeHuman' and poser create high poly models, unable for game development, aswell as their annoying licenses.

the only true way to make a good character is by starting from scratch

Jon knows what he's talkin' about! But I remember talkin' with someone who used MakeHuman as a basis for a character he was (and probably is still developing). Anyways, you may find that you'll have to get into making your models from scratch using a 3D program such as MilkShape (which is appropriate for 3D games as it allows for low poly modeling). But there are quite a few programs out there... Do a search on Google regarding 3D Game Character Modelling.

Or what you could do is use another 3D program such as AC3D (as it appears to be pretty easy to use) and export the model into MilkShape to apply the animation ("rigging the skeleton" as it is known) with the MilkShape FPSC animation that can be downloaded here.
